Self-Enumeration for Phase-I of Census 2027 – User Guide

The document provides guidelines for citizens to complete the Self-Enumeration (SE) process for Census 2027 Phase-I through the online portal. Self-enumeration enables households to submit their census information digitally before the House Listing Operations conducted by enumerators.

Key Features

  • The self-enumeration portal will be available for a limited period before field enumeration begins.
  • Residents can independently enter and submit household information online.
  • Upon successful submission, a unique Self-Enumeration ID (SE ID) is generated.

Main Steps in the Self-Enumeration Process

  1. Portal Access and Login
    • Visit the Census Self-Enumeration portal.
    • Select the State/UT and complete CAPTCHA verification.
  2. Household Registration
    • Enter the Head of Household's name (cannot be changed later).
    • Register a mobile number and optionally provide an email address.
  3. Language Selection and OTP Verification
    • Choose a preferred language.
    • Verify the registered mobile number using OTP.
  4. Provide Residence Details
    • Enter district, PIN code, village/town/locality, and landmark details.
  5. Locate Residence on Digital Map
    • Mark the exact residential location using the map interface.
    • This helps enumerators verify the household location.
  6. Complete the Census Questionnaire
    • Fill in household and housing census details.
    • Guidance is available through tooltips, notes, and FAQs.
  7. Review and Save Draft
    • Review all entered information.
    • Users can save the application as a draft before final submission.
  8. Final Submission
    • Submit the completed form.
    • After submission, data cannot be edited.
    • An 11-digit SE ID is generated and sent via SMS/email.
  9. Field Validation
    • During the enumerator's visit, residents must provide their SE ID.
    • If the SE ID matches the enumerator's records, the data is accepted; otherwise, fresh enumeration may be conducted.

Conclusion

The Self-Enumeration system simplifies Census 2027 data collection by allowing households to submit information online, reducing field workload and improving data accuracy. Accurate location marking, correct household details, and retention of the generated SE ID are essential for successful validation during the enumerator's visit.
